Joaquin Garcia, 69, was tasked with overseeing the construction of a water plant in Cadiz in 2004, but decided the job was beneath him and stayed home to read philosophy. He kept collecting his $41,500 salary until city officials tried to give him an award for 20 years of loyal service – prompting co-workers to say they hadn’t seen him in years. Garcia was fined $30,300 last week for his six-year absence, but he’s appealing, saying he’s the victim of a media “lynching.”
